Below, look for info on YOUR CITY CANDIDATES by scrolling through the alphabetized list of cities.  (Candidates are listed alphabetically by FIRST name, beneath each city heading).  But first,  …some background info on the survey sent out by “Southern Utahns For Transparency”:

SURVEY DETAILS:

 

Before the 6/7/23 filing deadline, over one-hundred candidates applied to run for municipal office in various cities within Washington County.  An eight-question survey was emailed to each of these candidates in mid-June and again in mid-July (see Survey Intro & Questions below).  They were asked to reply within a week, and if they didn’t respond, they each received a follow-up text.  After these three contacts, those who failed to respond received a telephone call on July 27th or 28th, again using the contact information they provided on their candidacy declaration form on file with their city. 

 

At bottom are the verbatim answers that were received (including any misspellings), listed in alphabetical order, first by city, and then by first name.  The majority of the candidates did not respond, despite the fact that multiple requests were made for two months (as noted above). All responses received from June 12th to August 12th  are included here.

 

 

SURVEY RECOMMENDATIONS:

 

In races with more than one candidate, we highly recommend you vet the best candidates, namely, those who signed the petition AND provided good responses to all 8 survey questions.  Conversely, we do not recommend candidates who:  (1) failed to sign the petition, or (2) answered the survey questions poorly, or (3) skirted around the questions to avoid a direct answer, or (4) failed to answer all 8 questions, or (5) completely ignored all questions and did not respond to their constituents at all.  We’ve provided the phone numbers listed on their filing applications, so go ahead and try calling these candidates for some private answers, but it’s unacceptable for a candidate to be unwilling to publicly take a stand.

SURVEY INTRO:

 

“…As you probably know, city council members and mayors serve as the Board of Canvassers every two years, where they each personally certify whether city elections are accurate or not.  This has now become a critical responsibility, given the crisis we currently face: 62% of American voters have lost confidence in our elections (see 5/2023 and 8/2022 Rasmussen Polls).  Sadly, in Southern Utah, lack of trust exceeds 70%.  Securing our elections and restoring public trust is of paramount importance, but our state legislature still hasn’t taken meaningful action, so we must start from the bottom-up. What can be done at the city level?

 

For over twenty years, countless cyber and national security experts (on both the Left and the Right) have warned that America’s electronic election systems are vulnerable to outside interference:  we would challenge you to find even one qualified expert testifying otherwise.  One important solution is hand-counted elections, which were successfully done in America for over two centuries. Entire nations across Europe, plus Canada, Israel, etc, have switched back to hand-counting, with dozens of American cities & counties recently making the switch as well.  Utah law already allows for this, and we’re promoting candidates who support a return to transparency—especially in our elections.

            I do not support a return to hand counting as the first step.  I support having elections where citizens can trust the results.   Hand counting is not 100% foolproof and subject to errors and manipulation as well, and has a similar, if not worse, error rate to machine counting. Mistakes, fraud, error, and manipulation can be made equally with hand counting.   I think it is more important to clean up voter rolls after every election cycle and make sure we are counting accurate votes, and conduct audits as required by state law with close elections. I do support auditing votes as needed.  I support voter identification.  I support reasonable measures to verify voters and hold elections that we can trust.

2.      In city elections, what steps will you take as a check against ballot-stuffing, which is a separate vulnerability in our elections? (Cast Vote Record Analysis? Actual canvassing of voter rolls? 

            I support having an in person polling place for those who like to vote in person, with mail in ballots available liberally as well.  I have voted successfully by mail and think we get better participation with both in person and mail in balloting options. I do think the county needs to do a better job of updating voter rolls.  

 

3.      In city council meetings, will you support a public comment policy that aligns with all our fellow Class 1&2 Counties in Utah, each of which allow open public comment without signup, before any voting, including at least three minutes each for unlimited persons?

            Meetings need to be conducted in an orderly fashion with efficacy and accountability of taxpayers. I would be willing to look at options which allow citizens to feel heard and participate efficiently without lengthening meetings unnecessarily. Hearing repetitive comments over and over at a meeting isn't an effective way to run a meeting.   Hearing multiple viewpoints is important.  

 

4.      Are you in support of a clear city website with one grid that includes links to all city council minutes, recordings, and agendas with detailed links to all items listed so the public is informed about items to be voted on at least one week in advance

            I think this is a great idea.  

 

5.      What other steps will you implement to make city government more transparent, accessible, and answerable to the public? 

I think the city can do a much better job with posting on social media, and sending out city wide emails and text messages.  As a city council member, I would want to keep citizens informed on city council issues. I would use Facebook, Instagram, email and other avenues to keep citizens informed.  As a precinct leader and delegate, I used our precinct facebook page, and email to update my precinct with current events and issues.  My precinct would tell you I tried diligently to vet candidates and seek input from them.  My profession as a speech/language pathologist makes me an expert in communication.  Part of communication is being an effective listener to understand concerns and follow up.  My job also qualifies me to be an expert communicator and advocate for the needs of the citizens of Hurricane.  

I also live in the west part of Hurricane and see the growth and challenges we face to make sure all parts of Hurricane feel included and part of this great community. 

  

6.   Do you support current budgets, taxes, & spending in our city, and if not, what would you change?

I believe in a fiscally conservative city government with a charge to implement wise policies that plan for future growth responsibly, balanced with safeguarding personal freedoms.

I looked up a KSL investigation. Findings: few cases reported and few cases prosecuted. “In Utah, there hasn’t been anything that anyone has showed us that supports actual voter fraud.” “From 2002 to 2022, there have only been 17 cases that have been prosecuted.”  For me to 100% support change I will need to know the cost associated with returning back to paper ballots , accuracy (I remember the Florida paper ballot loose Chad issue) of paper ballots, and would like to know how those working and attending college, working multiple jobs, view of the elderly, and those with transportation issues and their ability to vote. I am aware of the mayors husband losing by just eight votes, and a case on the East Coast where a member won by just one vote. I’m a strong proponent of every vote counts and  truly matters. I’m also a staunch proponent of recounts in cases deemed necessary.

I’ve been researching for years the general election and voter fraud. Believe it or not findings are so far and few between, a number of cases proved to be person who voted and died soon after , another allegation of mass voter fraud turned out to be Nevada military personnel stations in California, who voted in California, their votes were thrown out and had to be reinstated.  My father, uncles, brother, and nephews, cousins, have also been a military, and why I’m so strongly for their equal voters rights, and no manipulation at the voter system

            100%  --Primary reason why I’m running to representation of the people for the people. I will only be strong city Council member if I have the people behind me as a whole.

             100% in agreement. Another reason why I’m running for city council.

I’m funny my own campaign, because I do not want to be in the pocket of anyone but my constituents. I plan on being transparent, and I plan on having a website to seek input from citizens, like myself, on the utilization of our tax dollars. I plan on being an ambassador for us citizens.

            I ran an international logistics, traffic department with the constraints of a budget, and I would do the same for the city Council position. Rest assured, I want my tax tax dollars to get the most bang for the buck.

I’m an honest individual and I know this position is going to bring a lot of work hours and headaches, I’m up for the challenge. Wearing multiple hat is no new task for me. My four years an office will consist of transparency, honesty, and integrity. I know I’m not going to see is all the people all the time but why did you have to bring to the city council seat is compromise. We needed in town be met. 

I’ll have to further look into your last question. As for transparency, I can 100% tell you, since becoming a city council candidate, some folks are not having any issues gathering information about me. I’m thinking others know more about me than I know about me  

I have signs with access to my about me page, I have more information listed on the city campaign page, and will be providing even more information on the county /state website. No one is harder on me than I am on myself. If you have the secret to making everyone happy please do share. 

My intent is to represent all Hurricane taxpayers, not some. Goal is unity in the community for the betterment of coexisting, work, live, shop, and visit. 

Luckily, the position of city council is non partisan so the focus can be entirely related to Hurricane city. Maybe we can be an example to others, especially federal agencies.

I think we do need to turn in ballots on election day.  I do not support the extended early and mail in ballot for all.  Mail me my ballot, but let me turn in it personally.

I support public comment so long as the meeting times are kept within decent parameters.  I do not think out meetings should run beyond 10 pm or so.

Yes.

I think notice will go a long way.  We should continue to broadcast city council meetings via Zoom, Webex, or other means.

I think we have not been wasteful, but I am not sure the priorities have always been accurate.

Yes, I believe we should take a step back and return to hand delivered and counted ballots in all City and County elections. Each voter should provide a valid ID at the polling location, and only 1 ballot per person.  I think all elections should be held in 1 day, 7 am to 7pm.  Electronic ballots are becoming too vulnerable to hacks and this leads to ballot stuffing and cheating.

 All City Council & Planning Commission meetings should allow a public comment on every item on the agenda, however the comments should not be allowed to get out of hand, comments should have a limit of 2 minutes per person.

All of the agenda items should be posted on the city website a minimum of 5 days in advance of the meeting, with all information about the agenda items.

 

5) What other steps will you implement to make city government more transparent, accessible, and answerable to the public?

The City should post on their website all information about any and all public meetings, and notices should be posted in all government and city establishments.  Being as a lot of the residents are employed, I believe the City Hall should be open on Saturday on a limited schedule (8-12).

 

6) Do you support current budgets, taxes, & spending in our city, and if not, what would you change?

 Less funds should be spent on new pavement and should be spent on keeping current roads in repair and clean.  More funds should be made available for bike paths and walkways (more shade and water fountains).

 

7) *Most important of all:  As a constituent, or as an elected representative, what actions have you already personally taken in support of items #1-6 above?

           I have made several suggestions at the meetings, a few which have been implemented, such as larger signage on projects to be visible to all residents a minimum of 15 days prior to the beginning of the project.  All elected officials need to begin to be pro-active instead of re-active in their decisions.

I do not support hand-counted elections. Research shows that machine-counted elections have multiple safeguards in place to ensure accuracy, and if security measures are updated frequently, which they are, machine-counted elections are accurate. Hand-counted elections are fraught with human error.  [Editors Note:  this link erroneously references a 2007 Rice Univ. study which was NOT using paper ballots:  the point of the study was to show the errors associated with counting thermal paper spooled vote receipts.  It also fails to state known error rates for machine counts, or compare the much bigger scale of possible error for machines.]

             Safeguards are in place already in Utah to guarantee that a single ballot comes from a single voter.

Are you referring to county-wide meetings or local city council meetings? I am attaching the current Council Rules of Procedure which outline the procedure for public comment in section 18.2. I will follow these guidelines issued by the State of Utah  https://www.utah.gov/pmn/files/644557.pdf

I believe that the Ivins City Council already operates in a transparent and accessible way. We live in a technological age and therefore may not be able to completely get away from computer-driven balloting, but I would suggest that if a software company or product is used then hand counting be done as a secondary verification until which time the public has once again gained trust in this technology. The software and its provider must be thoroughly vetted and transparent. Hand counting only in smaller towns and cities may suffice. Hand counting must be done with policies set in place much like employees in banks handle cash: dual presence (always two people handling the ballots, preferably non-partisan citizens or one each representing both main parties).

  I believe that ballot boxes should only be placed in public areas where cameras are always present to deter ballot stuffing. One suggestion would be in the lobby areas of local post offices. Ballot boxes should also be under lock and key.

     I would support a public comment policy as described in your query, with an enforced three-minute allowance for each citizen but would suggest a hour or two hour time period for these sessions.

     I do support a clear city website with one grid as described in your guery, and would suggest a county or state-wide training program for town and city clerks so that there is uniformity and ease in the site's format. I think this will improve the ability to find capable clerks in each district.

I think that in implementing the clear websites there should be a thread where comments and questions from the constituants may be reviewed, approved and then published by the clerks and councilmembers. This will advance transparency and will go far in narrowing down key issues to be discussed at council meetings.

Which under the Constitution it states that Only the State Legislature has the right to pass a bill changing Voting Rules and it must be put on the ballot on the General Election That Same Year.

Thank you for allowing me extra time to respond to your request. Last week was extremely hectic for me.

I do support hand recounts. I think Hurricane's request to the County and Lieutenant Governor's office will be very telling as to what will be allowed from a legal standpoint. I find the use of the tabulating machines to be a much smaller concern (especially with the new machine that will allow separation of ballots to the precinct level, so hand recounts can validate the tabulating machines) than the universal mail in ballots. How much effect does hand recounts have if additional ballots are introduced to the system? Since changes are made incrementally in this political world, I believe the energy at this point should be focused on the Utah Legislature moving us back to in person voting, with valid ID required, with absentee balloting where appropriate (still requiring a voter to make an effort with an ID before hand).

As the process currently stands, there is little that I would be able to do as a city council member. Again, I look to see what Washington County and the Utah Lieutenant Governor's office respond to Hurricane's City's response to get a better understanding what is allowed under the current law. I've had in-depth conversations with County Clerk's office, and have discussed the security measures in place for the upcoming elections (including the upgraded camera system on all ballot drop off locations, as required by State law). As for canvasing, while the city Mayors and City Councils are on the canvasing committees for their jurisdictions, the actual canvasing are run by the county, per state law. Again, I see the mail in voting system to be the biggest security risk in our voting process, and would continue to discuss with out County Legislature members (as well as like minded Legislatures from across the state) to change the law to move us back to in person balloting with absentee balloting where appropriate (still requiring a voter to make an effort with an ID before hand).

            Absolutely. The citizens have a right to be heard.

           I absolutely am in support of giving greater clarity to the St. George City website on finding official records. I've become pretty good at locating the agendas (very easy to find under the notices tab), but have notices the minutes lookup is not working. I would push to have this fixed immediately. I would also push to have links added to the agendas of pertinent information an all agenda items. As there are no city codes addressing, I would push on the Mayor (who created the Agenda's) to have all agenda's available one week prior to meetings, with the understanding that emergency items may be added within that week for unexpected items. Since the council has no actual authority in this area, I would encourage the Mayor nonetheless.

 

5) What other steps will you implement to make city government more transparent, accessible, and answerable to the public?

Due to actions taken by our current city administration, whether intentional or by happenstance, an aura of "us vs them" has emanated from several departments. I think it's vital to begin discussions with each department, to make sure the correct mentality of working together with the citizens, not against exists, and to root out those that cause problems, rather than fix problems.

 

6) Do you support current budgets, taxes, & spending in our city, and if not, what would you change?

            I do not support the current city budget. Its growth has outpaced the growth of the community since at least 2018. We have been told that all city organizations that operate under the Enterprise Funds operate as businesses. It's not the role of government to be in business. I would require to have each "business" in the enterprise fund to create a profit/loss statement (as each private business should do each year), so evaluations could be made as to efficiencies and possible elimination of each unit. I would begin discussions of each unit within the city to find and eliminate wasted funds. I would also attempt (working with the rest of the council) to create a separate rainy day fund that would require City Council approval for use. My vision would have .5% of the tax revenue received each year to be put into this fund. At the end of each fiscal year, if the fund exceeds 10% of the tax revenue, the overage would be moved back to the General Fund. This way, the city would be prepared for true emergencies (beyond the 60 - 90 days of funds the city currently considers it's "rainy day funds").

I spoke to the City Council last year at the Tax Hearings, to stop the unneeded tax increase requested by the Mayor and City Manager. I spoke again at both public hearings in June about the proposed budget for the next fiscal year, calling the obvious waste and unsupportable budget growth.

In-person, paper ballot voting (non-electronic) is the most secure and reliable way to ensure fair and accurate election results. Although machines can be used for counting, complete hand-counting verification must always be part of the process to guarantee that every vote is counted correctly. The hand-count step is essential to maintain the integrity of the election, which should be a priority. 

 

2.      In city elections, what steps will you take as a check against ballot-stuffing, which is a separate vulnerability in our elections? (Cast Vote Record Analysis? Actual canvassing of voter rolls?  Other?)

 What sets me apart from others is that I ask questions. I don't listen to instructions and then mindlessly follow the script. If I notice something that needs to be corrected or skewing results, I'd speak up to get answers or seek a change to the system. I welcome suggestions and listen to input; transparency should be a priority.

I support public comment. I'd take it a step further, as it's important to allow comments from a broader range of residents, not just those who reside in St George. Many neighboring residents have close connections to St George through their businesses, shopping, dining, recreation, and more. It's fair to allow them to express their opinions and concerns. I disagree with the rule of not discussing anything on the agenda; this would be the ideal time to address concerns.

 

 4.      Are you in support of a clear city website with one grid that includes links to all city council minutes, recordings, and agendas with detailed links to all items listed so the public is informed about items to be voted on at least one week in advance? 

YES, YES, YES! I've gone before the Council on this very topic. Transparency is my platform, and we need more of it. Washington City offers its council voting records online, showing how each council member voted for each agenda item. St George should be doing this too. The city is revamping its website, and I suggested incorporating the links for the work meetings, minutes, etc... Additionally, there should be a better recording system--navigating the current system is challenging.

 

 5.      What other steps will you implement to make city government more transparent, accessible, and answerable to the public? 

 I'd like to see more communications, updates after meetings, Council voting records, and ONE site to access city meetings, with organized links by each date/event in a searchable format. I'd like to have the budget show more detail, for instance, the $188,000 "revenue" on the golf course administration--this should be reflected in a separate account with a notation of where this was transferred from (it was CARES act money). A lot of money is transferred within the budget; I'd like to see it better displayed on those specific line items with notations showing the transfers.

Our budget has exploded. $170 million added in 4 years, having only 10k added people, we have a spending problem. I'm eager to review the upcoming study examining different departments to determine if the city-run or private-sector options would result in savings. This study includes (if I'm not mistaken) fleet and golf (among other departments). It could also help identify potential areas where we can make cuts and reduce spending.

            After conducting a comprehensive review of the current and past budget, I have taken the initiative to ask numerous questions and presented concerning data for further inspection directly to the Council (this data was utilized and mentioned within public meetings). I do believe in the integrity of our election process. I am not against hand counting of the votes. That is the way it has been done in Virgin. We too have a divided city and took steps in the last election to ensure transparency in our vote counting. We made certain that there were volunteers accompanying the person collecting the ballots and made certain that they were properly handled after collection.

            This was passed this year at the state level HB2001 (utah.gov) and does not allow (from my understanding) for a hand count at a city level because it is to be handled at the county level for 2023. Any election issues are to be taken up with the Lt Governor in Utah. This process can definitely be challenged and should always be challenged to make sure it is done as efficiently, as effectively, and as safeguarded as possible.  I am always open to ideas and suggestions, and working through the proper channels, on how we can improve upon the security of all of our elections.

            Since I am currently on City Council and canvassing involves city council members and cannot be delegated or hired out (as explained to me and I could be misinformed or wrong in my understanding of this), I will trust our city recorder and her team to properly vet the process.  If truly able to be delegated, it is worth looking into it to verify the results in a proper fashion.  We are working with the county to inspect the ballots during the canvassing period this year and they will make sure it is all inline and compliant.

            I am slowly working on getting these back to the public meetings. I have pushed and we have now started our neighborhood gatherings on the fifth Wednesday of the month. I am always accessible via email, phone call, sometimes a little delayed with this one due to work meetings, text, social media, and almost any other channel of communication. I am not sure how well a carrier pigeon would find me but, if needed, we could figure it out.

            Washington City already has something like this, and I am always open to listening to all ideas and ways to make the site and public information more accessible. I was initially the one (while on planning commission) to ask for the packet items to be published for public access, so everyone could see them before the meeting. We should always work towards making the website more clear so that all public meeting information is as easy to find as possible.  I am always open to any and all suggestions to make the information as accessible and simple as possible.

            Washington City is pretty transparent, but can always be better. We never want to be stagnant in what we do for all residents. I continue to work on more public comment and have asked for this a few times and will continue to ask for this to happen.  Much like the previous question about the city website, I am always available to listen and to see how we can make our city government more transparent, accessible, and answerable to the public. I am available, even when traveling for work, on my phone, via text, via email, via social media, almost any channel you can think of, I can be reached and will respond.

            For Washington City, there are certainly some items that can be looked at a little more closely. For the most part, we did a decent job and we, as a council, are always looking at the investments, building permits, incoming sales tax, etc.… and have our financial director constantly looking at the budget to make sure we stay balanced and we do not go over budget… ever.  We can ALWAYS  do better and are regularly looking at the budget to make sure we stay within budget and the money is spent where it should be. I currently voted against adding a sales tax increase to the ballot this year, and we will have to work with what we have… Just like we do in a family! As the other questions, I am always open to any and all suggestions to make the information as accessible and simple as possible.

 I support a robust accounting, auditing and certification process of all of our election systems.  As a young servicemember stationed in Europe I started using paper vote by mail in the early 90’s and have voted by mail ever since.  In Utah our vote by mail ballot is able to be tracked from mailing to destination and any eligible voter can follow their vote.  I recognize that any ballot system needs to be scrutinized for the safety and security of our individual votes and I support continued and regular reviews of our ballot integrity protocols.

I am a big supporter of serial numbered ballots, Voter ID requirements, and regular reviews of the voter rolls to weed out ballot recipients that may no longer live here or are eligible to receive a ballot.

More public involvement rather than less public involvement is preferred.  Which is why I was surprised and disappointed when the current Washington City Council unanimously voted to eliminate public hearings for both General Plan changes and Zone changes.  (See Council 10/12/22 minutes and agenda items)  I think that it is essential that public input is welcomed and encouraged and not silenced.  Our constituents should be able to look our elected leaders eye to eye and voice their concerns in a public hearing vs letting our elected leaders view the constituents comments over YouTube.

Absolutely!  I believe that Washington City has done a good job of hosting the information online since 2018.

Transparency in government is paramount to our democracy.  I support any effort or action that will illuminate the discussions.

No.  I do not support taking out a $10m General Fund Sales Tax bond for a “Want” (See Council 3/9/22 minutes and agenda items), which would be a city owned $15m skate park, vs a “Need”, which is currently 2 badly needed fire stations (See Council 6/14/23 minutes and agenda items) and other public safety infrastructure.  Government has one purpose above all else and that is the safety of our community.  Everything else is simply frosting.  A “Need” should never be placed behind a “Want” and by taking out a General Fund Sales Tax bond for a skate park we just put that park in a position that it will be paid for before the first officer heads out on his shift, or the first fireman responds to his first call of the day.  Our public safety should never have to compete for funds against a skate park and I would redeploy those bonded dollars towards the construction of badly needed public safety infrastructure. Parks should instead be funded through the capital facilities plan so that they are impact fee eligible.

It used to be that Planning Commission and City Council agenda items were available for review in the city offices.  Just after being elected to the Washington City Council in 2016,  I pushed for all agenda items, staff reports, and project submittals to be hosted on the city website.  Since 2018 in Washington City those agenda items have been hosted online and are available for public review prior to public meetings or anytime thereafter.  I support continued efforts to make public documents and council votes even more accessible for review.
